Firefiend Elemental enters with a +1/+1 counter and grants haste to whatever creature you moved that counter onto — immediate board pressure at instant speed if you can blink or recur it. At four mana for a 2/2 that leaves behind one counter, the rate is bad unless your deck is built to abuse the trigger repeatedly.

In Commander, Firefiend Elemental is a role-player in dedicated +1/+1 counter or blink shells — it does nothing in a vacuum but earns its slot if the deck can trigger the ETB three or four times a game. In Pauper, where common-legal haste enablers are scarce and tempo matters, the card is fringe-playable in aggressive red strategies that want to push damage before blockers stabilize.
