In Commander, Firebolt is fringe at best — 2 damage doesn't threaten players at 40 life, and the flashback cost of four mana is steep for what amounts to pinging a utility creature or planeswalker. Pauper is where Firebolt earns genuine respect: the common card pool makes repeatable, split-use burn meaningful, and the flashback gives red decks a second use without spending a card. Legacy and Vintage have access to it but never want it — the damage ceiling is too low when Bolt exists. Oathbreaker sits closer to Commander in game feel, so the same limitations apply there.
