In Commander, Fire and Brimstone occupies a narrow role: punishing the player who attacked you while also picking off a creature, making it most useful in battlecruiser pods where someone is always swinging wide. The problem is that multiplayer politics already discourage targeting you, so the trigger condition is unreliable in the games where you'd most want extra reach. In Legacy and Vintage it's legal but completely absent — four mana for a conditional split effect doesn't compete in formats where threats resolve on turns one and two. Commander is the only realistic home, and even there it's fringe.
