The catch is sacrificing another creature, which makes it a liability in decks without a steady supply of disposable bodies, but in Lynde, Cheerful Tormentor and similar sacrifice engines it's exactly as cheap as it should be.

In Commander, Final Vengeance is a role-player in sacrifice-matters builds — exile is premium removal at that price point, and the self-sacrifice clause is mitigated by any engine that generates tokens or recurs creatures. In competitive one-on-one formats like Modern and Pioneer, two mana at instant speed for an exile effect is functional, but the mandatory sacrifice keeps it off the primary removal shortlist where Fatal Push and Murderous Cut exist. Legacy and Vintage are too fast and too removal-rich for it to compete.
