Final Revels wipes the board of everything with power 2 or less and pumps your creatures to 4/4 until end of turn — two effects that often combine to leave you as the last player with a board. Six mana is steep for a conditional wipe, but in the right token or go-wide shell, it does real work that a standard sweeper can't replicate.

Commander is where Final Revels actually belongs — the format's slower clock makes six mana manageable, and multiplayer boards are reliably cluttered with mana dorks, 1/1 tokens, and utility creatures it cleanly erases. Legacy and Vintage are legal on paper but irrelevant in practice; faster formats don't have the luxury of tapping six mana for a sorcery-speed conditional sweeper. In Oathbreaker the speed concern is real enough that you'd need a specific gameplan built around the pump rider to justify it over cheaper removal.
