In Commander, Final Flourish competes against a deep pool of removal, and toughness 3 or less is a real ceiling — it misses most late-game threats and many utility creatures that dominate at higher power levels. Pauper is where it has the most legitimate claim: the format's threats are smaller and instant-speed efficiency at common is genuinely scarce. In Legacy and Vintage the card is technically legal but gets lapped by Fatal Push and Swords to Plowshares before it ever hits a sideboard. Modern and Pioneer give it slightly more breathing room in budget aggressive sideboards, but it still sits behind better options at the same cost.
