Fiery Intervention deals 5 damage to a creature or planeswalker and destroys a target artifact — both on the same card, for five mana. It's a clean two-for-one when both halves hit relevant targets, but in competitive Commander, five mana for this level of flexibility is too slow when cheaper modal removal exists.

In Commander, Fiery Intervention competes in a crowded slot — red has access to Chaos Warp, Generous Gift, and Generous Gift effects that answer more threat types for the same or less mana. The two-for-one is real, but only when both halves of Fiery Intervention line up against live targets, which isn't guaranteed in a four-player game. In Pauper, where card advantage is harder to come by, the modal flexibility is more meaningful and worth considering in red-based control shells. In Legacy, Modern, and Pioneer, five mana is simply too much for a removal spell that doesn't end the game or generate tempo, so Fiery Intervention won't see play in those formats.
