Fiery Conclusion is a Commander card first and foremost — sacrifice synergies are endemic to the format, and a two-mana instant that converts a redundant token or dying creature into 5 damage to a planeswalker or problem creature is exactly what Aristocrats and goblin-go-wide shells want. In Pauper it's a legitimate consideration for sacrifice-based decks where 5 damage at common rarity is meaningful removal. Legacy, Modern, and Pioneer have access to far more efficient removal and sacrifice payoffs, so Fiery Conclusion doesn't make the cut competitively in those formats — the creature cost is too steep when cheaper options exist.
