In Commander it occupies a narrow niche: chaos and coin-flip decks — think Zndrsplt, Eye of Wisdom or Okaun, Eye of Chaos — can weaponize the upkeep trigger rather than dread it, since those builds stack coin-flip payoffs and ways to manipulate results.
