In Commander, Fervent Mastery is a niche but real payoff for spell-cost-reduction decks — outside of those shells, the opponent gift clause makes it too risky to run as generic tutor value. In Legacy and Vintage, the card competes against faster, cleaner tutors and has never found a home; five mana is a death sentence in those formats even before considering the symmetry. Modern and Pioneer are theoretically possible, but no competitive archetype has given it a real look, and the drawback is harder to mitigate in 60-card constructed where opponents run tighter, more dangerous packages to search up. Oathbreaker is the one fringe case where a cost-reducing signature spell setup could make this absurd, but the format is too small to have established it.
