Ferocious Charge is a fringe card in every format it's legal in. In Commander, one-shot pump spells rarely make the cut because they trade card advantage for a single combat swing, and three mana is a steep ask when Fists of Flame and Unleash Fury do comparable or better work cheaper. In Pauper, where combat tricks see real play, the three-mana cost puts Ferocious Charge outside the range of viable options — the format's best tricks cost one or two mana and often cantrip. Legacy and Vintage have no interest in it whatsoever.
