In Modern and Pioneer the three-mana 2/3 body competes in a removal-dense environment where Grief and Liliana of the Veil already own the discard space, leaving Fell Specter too slow to see competitive play. Legacy and Vintage are similarly unkind: the mana cost and body don't clear the bar when those formats are operating at a different speed entirely.
