Feather, Radiant Arbiter locks opponents out of targeting your creatures on their turns — a static protection effect stapled to a 3/4 flying body for four mana. The cost is real: she does nothing offensively and needs a critical mass of other creatures to make the protection clause matter.

Commander is where Feather, Radiant Arbiter does her best work — in a four-player game, the number of opposing removal spells aimed at your board is high enough that blanket targeting protection on opponents' turns has genuine table-wide impact. Legacy and Vintage are both legal formats for her, but the effect is far too slow and build-around for those environments; no competitive shell wants a four-mana do-nothing-offensively Angel when the game is often over by turn two. Oathbreaker is a reasonable home if your signature spell is a creature-pump instant and you need your planeswalker's support creatures to survive, though the smaller starting life total and faster pace make her a marginal inclusion there.
