Fearsome Awakening is a Commander card through and through — five mana for reanimation is too slow in every competitive Constructed format, where Reanimate and Animate Dead do the same job for one mana. In Legacy and Vintage it simply doesn't compete. Modern and Pioneer have enough payoffs that it's technically playable, but you'd be choosing it over faster, cheaper options with no meaningful upside. In Commander, the five-mana cost is acceptable, the +1/+1 counters occasionally matter, and any deck willing to pay five to reanimate a creature without restriction gets a clean, uncountered-by-most-effects effect.
