Commander is where Fearless Skald does its best work — long games reward the card-draw trigger, and equipment synergy commanders like Wyleth, Soul of Steel or Galea, Kindler of Hope turn it into a reliable engine piece. Outside Commander, the rate is too slow for Modern or Pioneer, where three mana for an equipment with a conditional draw trigger doesn't compete with what's available. Legacy and Vintage have the same problem at a steeper opportunity cost. Fearless Skald is a Commander card first and foremost; everywhere else, pass.
