In Commander, Fear of Immobility earns its slot in enchantress and pillow-fort builds as cheap, resilient interaction — it doesn't die to a combat step and can blank a general or combo piece indefinitely. Competitive Commander largely ignores it because two mana for a non-permanent answer to a permanent threat is too slow when kills are on the stack. In Pauper, it's a viable sideboard piece against creature-based combo or aggressive decks that rely on activated abilities. Across Pioneer, Modern, and Legacy, Imprisoned in the Moon and Darksteel Mutation do the same job with upside, so Fear of Immobility rarely makes the cut outside of enchantment-synergy decks.
