Fear of Falling

In Commander, Fear of Falling is most at home in decks that weaponize -1/-1 counters — Hapatra, Vizier of Poisons and Yawgmoth, Thran Physician commanders that want every counter trigger they can find will treat it as a two-mana combo piece that also blocks. In 60-card competitive formats like Modern and Pioneer, it's too slow and too small to compete — a 1/1 for two with a minor debuff doesn't clear the bar when threats and answers both run much hotter. Legacy and Vintage have the same problem compounded: the formats simply don't need what Fear of Falling is offering. Standard is where it could see fringe play if a dedicated -1/-1 counter archetype emerges, but absent that scaffolding it's a Limited card.
