The payoff is real, but only if your deck is already committed to the enchantment-or-equipment theme — it does nothing in a list that isn't.

In Commander, Favored of Iroas earns a slot in dedicated Aura or Equipment decks where the cost reduction fires consistently every turn cycle, but it competes with stronger cost-reduction pieces and won't make the cut in lists that only splash enchantments. In Modern and Pioneer, the effect is too narrow and too slow — aggressive Equipment shells have better options and control decks don't want it at all. Legacy and Vintage have no interest; the bar for a two-mana 2/2 with a conditional reduction effect is simply too high in those formats. Favored of Iroas is a Commander card through and through, and only for the right Commander deck at that.
