Modern technically allows it but the competitive bar is higher than Fathom Trawl clears. In Commander, it slots best in spell-heavy blue decks that can use the bottom-of-library positioning as a feature, not a bug — Magecraft payoffs and storm-adjacent builds that chain through the deck appreciate the precise selection.
