Fathom Fleet Captain is a Commander card first and almost exclusively. The Pirate tribal synergies it enables are meaningful only in a 100-card singleton environment where Admiral Beckett Brass or Admiral Brass, Unsinkable is coordinating the attack step. In Modern and Pioneer it is legal but functionally ignored — two mana for a 2/1 menace that conditionally makes a 1/1 token is not competitive rate outside a supported tribal shell. Legacy and Vintage are non-starters for the same reason. Fathom Fleet Captain belongs in the 99 of a Pirate Commander deck and nowhere else.
