Fateful Tempest is a Commander card — the multiplayer math is what makes it work, since three or four players sharing your hand size turns a single six-mana sorcery into a mass discard that can gut every table simultaneously. In Legacy and Vintage it's legal but irrelevant; the format speed and one-on-one structure mean the effect rarely justifies six mana when dedicated discard spells exist at a fraction of the cost. Oathbreaker is the one other format where Fateful Tempest could find a niche, particularly in a wheels-and-discard shell where the planeswalker's loyalty abilities keep your hand topped off.
