In green-blue builds, the scry 2 rider is consistently active, which edges it above comparable token spells on raw card quality. In Legacy, Modern, and Pioneer it's legal but never played; five mana at instant speed for two 3/3s simply doesn't match the power density those formats demand. Stick to Commander and Oathbreaker, where the tempo of casting at end of turn and dodging sorcery-speed wraths actually matters.
