Fatal Lore gives you a hard removal spell that also draws three cards — the catch is that your opponent chooses which half you get. In Commander, opponents will almost always hand you the cards, which means you're paying three mana for a Concentrate and burying the removal entirely.

Fatal Lore is legal in Commander, Legacy, Vintage, and Oathbreaker, but only Commander gives it any real consideration — and even there it sits on the fringe. The card's fundamental problem is that it's opponent-dependent: in a game where your targets are massive threats you desperately need to answer, no opponent is sacrificing their best creature to let you draw three. Legacy and Vintage have access to far more efficient black removal and draw, so Fatal Lore doesn't show up in those formats at all. In Oathbreaker the same logic applies — you're better served by unconditional options.
