Fast Forward is legal in Commander, Legacy, Vintage, and Oathbreaker, but its home is Commander by a wide margin. In Legacy and Vintage, single-mana combat tricks exist on a much higher power axis and Fast Forward doesn't compete. In Commander, the untap effect is uniquely exploitable — it combos with tap-to-flip commanders, enables pseudo-vigilance on your best attacker, and costs almost nothing in terms of deck slots or mana. Oathbreaker can support it for the same reasons as Commander, but the smaller deck size and faster pace mean you'll want it only in dedicated untap or attack-trigger strategies.
