The cost is real: at XUU with no upside beyond the base effect, it loses ground to sorceries that do one thing better, so it earns its slot only when the group-hug or mill angle is intentional. Fascination is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but it's almost exclusively a Commander card in practice. In 60-card formats the variable cost and symmetrical effect are both liabilities — you're paying UU plus X for something opponents benefit from, and competitive Legacy and Modern have no interest in that trade. Commander is where the symmetry becomes a feature rather than a bug: four opponents drawing cards generates political goodwill, and four opponents milling simultaneously can close games in dedicated self-mill or graveyard-hate shells. The mill mode is particularly relevant in multiplayer, since X cards hitting each of three or four graveyards adds up faster than the mana investment suggests.
