False Orders is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, and nowhere else. In Commander it's fringe at best — one-mana combat tricks don't scale to four-player games where board states dwarf any single block manipulation. Legacy and Vintage have the raw power to make one-mana instants matter, but those formats have no interest in False Orders when superior tempo plays exist. Pauper is the most plausible home, where cheap red tricks in aggressive lists can steal races, though even there the card sees minimal play.
