Faerie Snoop is a 1/1 flying creature that lets you look at the top card of an opponent's library whenever they draw — useful information, but that's the whole card. Three mana for a 1/1 with a passive scry-adjacent ability is a poor rate in any format where cards do more for less.

Faerie Snoop is legal across every major format, but that breadth doesn't translate to playability. In Commander, knowing what's on top of an opponent's library is marginally useful — it tells you whether a counterspell is coming or whether you can swing safely — but a 1/1 body for three mana does almost nothing on a four-player table. Competitive formats like Modern and Legacy have no room for a 1/1 that generates no immediate tempo or card advantage. Pauper is the only format where Faerie Snoop could theoretically see play, but even there the rate is too slow for aggressive Faerie shells and too fragile for control.
