Faerie Miscreant is a bulk common in every format that will run it, and its ceiling is narrow: the draw trigger demands multiples, which makes it structurally misaligned with singleton Commander. Pauper is its best home, where you can stack four copies, the common-only card pool is tight on cheap fliers, and the draw payoff actually fires. In Legacy and Modern it's outclassed — one-mana blue creatures have a much higher bar in those formats. Commander players reach for it almost exclusively in Faerie tribal or Edric builds, where the evasion does the heavy lifting and the draw trigger is a bonus rather than the reason to run it.
