It's legal in Legacy, Modern, Vintage, and Oathbreaker, but a four-mana 2/3 that tutors a tribal-specific card type is nowhere near efficient enough for competitive 60-card formats where Faeries already have Spellstutter Sprite and Vendilion Clique doing more for less.
