It's legal in Legacy, Modern, Vintage, and Oathbreaker, but a four-mana 2/3 that tutors a tribal-specific card type is nowhere near efficient enough for competitive 60-card formats where Faeries already have Spellstutter Sprite and Vendilion Clique doing more for less. In Commander, the calculus flips: redundancy matters, the game goes long, and fetching a specific Faerie at instant speed is genuinely powerful when your deck is built around them.
