In 60-card formats the card is too low-impact — two mana for a 1/1 token and a +1/+1 counter doesn't threaten anything competitive in Modern or Legacy, where the bar for two-mana instants is severe. Standard and Pioneer could theoretically support it in Faerie shells, but those formats reward more direct payoffs. Commander is where the token generation compounds: every Faerie-tribal commander running blue and black can exploit the enter-the-battlefield trigger, and the instant speed means it doubles as a combat trick and a flash-in response.
