In Commander, Eyes of Gitaxias earns its slot exclusively in hand-disruption or Phyrexian-tribal builds — four cards is still a functional hand for most opponents, so the pressure is real only when paired with discard payoffs or mass wheel effects. In Pauper it's legal but competes poorly against purpose-built control tools at lower mana costs. Legacy and Vintage move too fast for a five-mana do-nothing-immediately enchantment to see serious play. Modern has enough efficient threats that spending five mana to restrict hand size without winning immediately is a liability. Eyes of Gitaxias is a Commander card first and last.
