In Commander, Eyekite slots into spellslinger builds that are already casting multiple noncreature spells per turn — think Jeskai or Izzet commanders that chain instants and sorceries — where the +2/+0 is live consistently enough to matter as chip damage or a surprise blocker. In Pauper it sees the most competitive daylight, where cheap blue evasive threats are actually evaluated seriously and the condition is easier to satisfy on curve. Modern and Legacy have access to far more efficient one-drops with unconditional stats and better abilities, so Eyekite doesn't have a realistic slot in either. Vintage is legal but irrelevant — the format doesn't want a 1/1 for any reason.
