Eye Spy lets you look at the top card of an opponent's library and either leave it or move it to the bottom — cheap information with a light disruption upside. At one mana, the floor is knowing what's coming; the ceiling is burying a tutor target or a draw-step bomb your opponent was counting on.

Commander is the natural home for Eye Spy — three opponents means three potential targets, and knowing what sits on top of any one of them is genuinely useful for threat assessment or disrupting a topdeck-dependent player. Legacy and Vintage legality is academic; one-mana cantrip-adjacent effects compete against a much deeper card pool there, and Eye Spy doesn't make the cut. Outside of Commander, it doesn't show up in any supported competitive format.
