Eye of Doom enters and forces every player to doom a permanent — then you crack it to destroy everything domed, wiping the board of four targets for four mana. The catch is that you're destroying your own permanent too, so it belongs in decks that either sacrifice fodder willingly or run enough political capital to doom something expendable.

Eye of Doom is a Commander card through and through — its political doom-negotiation mechanic is irrelevant in 1v1 formats where Vintage and Legacy demand immediate, unconditional interaction. In those formats, a four-mana artifact that doesn't affect the board until an additional activation is simply too slow to see play. Commander is where Eye of Doom operates as intended: four players each doom a permanent, and you hold removal leverage over the whole table from the moment it lands. Oathbreaker is legal but similarly 1v1, so the political angle collapses there the same way it does in Legacy.
