The cost is a clunky six mana with double black, but commanders like Tormod, the Desecrator turn every one of those mill triggers into a free Zombie, making that rate suddenly look fine.

Extractor Demon is a Commander card through and through — its trigger rewards the multi-opponent, creature-dense environment where someone's board is always changing. In Legacy and Vintage it's far too slow and too narrow; dedicated mill strategies in those formats operate at a completely different speed and wouldn't touch a six-drop with this conditional upside. Modern has faster, more focused mill payoffs that also don't need the demon's specific trigger. Commander is where Extractor Demon earns its slot, particularly in graveyard-matters or aristocrats shells where creature deaths are a resource rather than a setback.
