Exterminate! destroys target creature or planeswalker unconditionally — no exceptions for indestructible, no targeting restrictions — and the only cost is having a Dalek on the battlefield. Outside of Davros, Dalek Creator decks that generate Daleks as a matter of course, that condition is a real constraint; inside them, this is just unconditional removal for two mana.

Exterminate! is legal in Commander, Legacy, Vintage, and Oathbreaker, but it's a Commander card in practice — the Dalek condition is nearly impossible to satisfy in Legacy or Vintage without dedicated support that no competitive deck wants. In Commander, the ceiling is high inside dedicated Doctor Who-themed builds anchored by Davros, Dalek Creator, where the token supply makes the activation trivial. Outside that niche, two-mana unconditional removal is excellent in theory, but most Commander decks can't reliably produce Daleks, so Exterminate! sits in the binder until you're building the right shell.
