In Commander, Expedition Skulker belongs in decks specifically architected to maintain the largest hand at the table — Azami, Edric, or blue-heavy draw engines where the condition is structurally guaranteed rather than aspirational. In Pauper, it competes in aggressive blue strategies that want evasion at common, but the conditional nature puts it behind unconditionally evasive alternatives.
