Exhumer Thrull enters and returns a creature card from your graveyard to your hand — recursion stapled to a body, no hoops required. Five mana for a 3/3 that replaces itself with a graveyard card is acceptable rate in Commander but nothing that demands a slot outside dedicated reanimator or Thrull synergy builds.

Exhumer Thrull is a Commander card through and through — the format's slower pace and graveyard-friendly environment are exactly where a five-mana enter-the-battlefield recursion effect earns its slot. In Legacy and Vintage it's unplayable; those formats move too fast for a 3/3 that hands you a card rather than putting it directly onto the battlefield. Modern has enough efficient recursion that Exhumer Thrull can't compete on rate. Commander is the one place the effect is relevant, and even there it's best in decks that can blink or recur the Thrull itself to chain multiple triggers.
