Exert Influence steals any creature with converted mana cost equal to the number of colors among permanents you control — hit five colors and nothing is off-limits. The five-mana sorcery speed cost is real, but in a five-color deck the ceiling is unconditional.

Exert Influence is a Commander card first and last — the five-color permanents requirement is trivially met in Esper, Naya, or full WUBRG builds, where it reads as a clean steal at sorcery speed. In Legacy, Modern, and Pioneer it sits unplayed; dedicated control decks can't reliably hit the color threshold, and five mana at sorcery speed competes poorly against cheaper, unconditional options. Vintage has the card pool to abuse it but no incentive to — there are faster ways to take creatures there. Oathbreaker can support it in five-color shells, but the smaller starting life total and tighter game pace make the sorcery-speed clause hurt more.
