In Commander, Execute earns a slot in dedicated black-heavy decks that want removal that replaces itself — the card disadvantage problem with spot removal is exactly what Execute solves. Legacy and Vintage have access to far more efficient black removal like Dismember and Snuff Out, so Execute doesn't compete there. Modern has enough modal removal and cheaper cantrips that the three-mana ask is hard to justify.
