Evermind draws you a card every time you cast or copy an instant or sorcery — for free, since it has no mana cost and is played via splice onto arcane. The catch is that splice requires an arcane spell as the vehicle, which makes Elite Arcanist the cleanest enabler in Commander; outside of dedicated arcane builds, this card does nothing.

Evermind is a Commander card almost exclusively — the arcane subtype is too narrow for Legacy or Vintage, where you'd rather run cantrips that don't require a support structure. In Commander, Evermind finds a home in Arcane-tribal or spellslinger builds that already run enough arcane spells to splice onto consistently. Modern and Pioneer offer no meaningful arcane density to exploit it, and it's illegal in Pauper and Standard entirely. If your Commander deck is built around the mechanic, it's a legitimate repeatable draw engine; if it isn't, it's a dead card in every format.
