Everglove Courier lets you pay one mana to attach an Aura from your hand to any creature you control — a repeatable, instant-speed effect that most Aura-based strategies would kill for. The problem is the 1/1 body is irrelevant and the format is full of better redundancy, so it earns a slot only in dedicated Aura or Voltron builds.

Everglove Courier is legal in Commander, Legacy, Vintage, and Oathbreaker, but competitive Legacy and Vintage have zero interest in a 1/1 with a slow Aura-cheating ability. Commander is where Everglove Courier finds its only real audience — Voltron commanders that stack Auras want the ability to reattach after a board wipe or redirect an Aura mid-combat, and the Courier's repeatable activation at just one mana keeps the engine cheap. Outside of dedicated Aura synergy builds it's a bulk fringe card with no competitive home.
