Everdream draws you a card every turn it stays in the command zone — which it always does, because you cast it from there. Three mana per draw is overcosted by most standards, but the guaranteed repeatability is the entire argument for running it.

Commander is where Everdream actually makes sense: the command zone makes it indestructible as a draw engine, and blue decks that want steady card advantage without relying on creatures or enchantments on the battlefield have a real use for it. In Legacy and Vintage it's a non-starter — three mana for one card per turn doesn't compete in formats where Brainstorm exists. Oathbreaker could support it in the same way Commander does, but the smaller starting hand size and faster games make the delayed payoff harder to justify.
