Everbark Shaman puts two Forests from your hand directly onto the battlefield — not tapped, not searched, straight out of hand — which is a meaningful tempo play in any deck running enough basics to fuel it. The four-mana cost is fair for what it does, and in Fangorn, Tree Shepherd decks specifically, the Treefolk type alone earns its slot before the ability even resolves.

Everbark Shaman is a Commander card through and through — the effect is too slow and too modest for the redundancy-hostile nature of Pauper, where it's legal but rarely seen, and it has no meaningful presence in Legacy or Vintage, where four mana for land acceleration is laughable. In Commander, the Treefolk type is the entire argument: outside of Fangorn, Tree Shepherd or Doran, the Siege Tower tribal shells, Everbark Shaman is just a mediocre ramp piece competing against two-mana options. Inside those tribal shells, it earns its slot cleanly.
