Eternal Taskmaster is a Commander card — the graveyard-matters and aristocrats decks that want it thrive in a 100-card singleton format where the triggered re-entry ability compounds over a long game. In Modern and Legacy it's simply outclassed: three mana for a 2/3 with a slow value engine doesn't compete with the speed of those formats, and it sees essentially no play there. Pioneer is the same story. Eternal Taskmaster is playable in Oathbreaker for the same reasons it works in Commander, though the smaller deck size makes it marginally easier to assemble the synergy pieces it needs.
