Entrancing Melody is a Commander card through and through — the format's singleton rule and high-power-creature density make the X cost worth paying, and swiping a 5/5 for five mana at instant speed is a two-for-one that scales into the late game. In Legacy and Vintage, it's technically legal but loses badly to the format's clock; nobody is casting a five-mana steal spell when games end on turn two. Modern and Pioneer have similar problems — Entrancing Melody is too slow and situational to compete with tempo and aggro-proofing at those power levels. Stick to Commander, where the targets are worth stealing and the table gives you time to untap.
