Enthralling Victor steals a creature with power 2 or less until end of turn when it enters — a removal spell and a blocker in one body. The rate is fine at four mana, but the power restriction means it's only as good as the targets your opponents are likely to present.

Enthralling Victor is almost exclusively a Commander card. In competitive Constructed formats like Modern, Pioneer, and Legacy, a four-mana 3/2 that temporarily steals a small creature doesn't come close to clearing the efficiency bar — those formats answer threats faster and punish four-mana do-nothings hard. Commander is where it earns its slot: the format is full of utility creatures at power 2 or less, ETB blink loops are plentiful, and even a single theft trigger can swing a board state at a four-player table.
