Enshrined Memories scales with however much mana you pour into it — spend six and you're looking at six cards, keeping as many as you have land drops coming. The catch is that it only finds lands, so it belongs in decks that actively want a fistful of them, and Rosheen, Roaring Prophet, who can sink four mana into the X cost immediately, is the clearest example of a commander that makes this absurd early.

Enshrined Memories is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but competitive non-rotating formats have zero interest in a sorcery-speed land-finder that asks you to invest heavy mana for a payoff other cards deliver faster and cheaper. Commander is where it actually lives — the 100-card singleton environment rewards cards that scale in the late game, and a deck built around X spells or big-mana sinks can turn Enshrined Memories into a five-or-six-card dig that guarantees land drops through the rest of the game.
