Enlistment Officer enters the battlefield and immediately replaces itself by revealing the top card of your library and putting a Soldier card from it into your hand — card selection stapled to a 2/1 body for three mana. The rate is unexciting, but in Soldier tribal the effect is real and the floor is never zero.

Enlistment Officer is a Commander card through and through — the 100-card singleton format rewards any body that trades mana for card selection, and Soldier tribal has enough critical mass there to make the dig meaningful. In Legacy and Vintage it's technically legal but functionally irrelevant; those formats move faster than a three-mana 2/1 with a conditional ETB can keep up with. Oathbreaker is the one other format worth noting, where Soldier-focused builds mirror Commander's tribal density and the Officer earns its slot for the same reasons.
