Engulfing Flames deals 1 damage to a creature and prevents that creature's toughness from being reduced to 0 until end of turn — the upshot is a burn spell that stops regeneration and "can't be regenerated" clauses cold. One mana for one damage is a terrible rate in almost every context, and the anti-regeneration rider barely matters in Commander where regeneration is a fringe mechanic.
